In this modern age, it seems likely that countries are developing an auto culture with millions of cars around, which has raised the question of whether governments or car owners are responsible for the costs of road development. In this essay, both sides of the argument will be examined, followed by a personal opinion.
 
On the one hand, there are some grounds that drivers should cover the road developing costs. First of all, drivers would become more responsible when their incomes are allocated for road costs. To make it clear, if they have to pay for road improvement fees, it may create the feeling of ours, and as a consequence, they would refrain from careless driving and show more concern about the transportation systems. Another contributor is the likelihood of drops in the number of drivers. Specifically, as more money from drivers will be spent on road systems, they will have a tendency to rely on public vehicles in order to reduce the financial loss, simultaneously leading the cut-down of private cars.
 
On the other hand, there are several reasons for the governmental subsidies on the traffic systems. Primarily, because the amount that taxpayers frequently pay should be used for these developments itself, it is the government’s responsibility to do so. Also, this would result in a wider range of developments and aids in the communication and transportation thereby bringing prosperity to the nation. Moreover, modern technology subsidized by the governments could be utilized as a way of improving the road systems and providing citizens with more convenience, removing their financial burden.
 
To conclude, when weighing both aspects, it is crystal clear that governments can spend more effectively and efficiently on communing systems than the drivers. However, both sides should cooperate with each other with a view to maintaining proper transportation methods
